spefically we have got a set-top-box 'acticvy 300' which has the EM8400
chip.
WinNT is the OS and there ist a middleware for the remote-control (shouldn't
affect the job about the EM8400). we have got not experience in developing
software on WinNT nor for VLC/S. the VLC will be embedded or invoked by the
MS IE 6.0.

How would integrating the pretty well-working em8300 driver work? I have a 
box with a em8300 sitting next to a tv, and I'd love to run the vlc client
there 
exporting the whole display to tv-out.
