Yes it is.

Wen somebody decides to to work on porting vlc to MacOS 9, which is highly 
unlikely if you consider the amount of work involved and the fact that 
MacOS9 has been declared a dead OS by Apple themselves.

Theoretically it should work as long as Virtual PC has enough directx 
support, but practically I doubt that Virtual PC will provide enough power 
to decode and display video in real-time.
