vlc under windows

Hi,
I installed vlc-0.2.92-win32-installer.exe under win98 and win2000.
I tried to play DVDs region 1 and  region 2 but I' cant.
Each DVD contain a directory named VIDEO_TS including files IFO.
Also in the Preferences settings the default DVD path under windows is
/dev/dvd ???
and the batton "Browse" dont works.

Please is it possible to send me instructions in order to play my DVDs ?
