ioctl_ReadCopyright error

Have got vlc version 0.2.92_2002-03-08 running on a 2.4.16 Linux kernel.

I get the following error message (the -vvvvvv option doesn't appear to 
give better info.) from the command: ./vlc dvd:/dev/dvd


VideoLAN Client - version 0.2.92_2002-03-08 Ourumov - (C)1996-2001 VideoLAN

libdvdcss error: css error: ioctl_ReadCopyright failed, make sure there 
is a DVD in the drive, and that DVD ioctls were compiled in this 
libdvdcss version
libdvdcss error: CSS test failed
UDF: Partition 0 not found
dvd error: fatal failure in ifo

I thought that 2.4.16 kernels had DVD ioctls in them.
There was certainly a DVD in the drive, mounted too.

Do you have any ideas what may be amiss?
