Perhaps VNC might meet your needs with no development. Check it out:

Subject: [vlc] encoding and streaming PC screenshots
Dear all,
I've been browsing the archives regarding a solution to capture my PC
screen, encode it and stream it with VLC. I've briefly looked at ffmpeg
but without much success. The idea is to encode my PC desktop and stream
it to a PocketPC (do not mention the size problem :-), so is there
anybody who could give me any clue to the right direction? In fact I
need information about which encoder I should use to ease the
integration within VLC.
Regards,
Laurent
