[vlc] no video using v4l

I have configured vlc with the --enable-v4l, i tried running

vlc -vvv
v4l:/dev/video:norm=ntsc:frequency=7796:size=240x184:channel=0:adev=/dev/dsp:audio=0
frequency=487.25 * 16 (chnnel 23 ntsc)

i could not tune tune to the channel, i have to run fbtv and change to the
channel then exit to be able to tune it. also i could only get audio video
is just a blue screen.
