Well, VideoLAN works on any IP-based networks such as LANs or Internet.
But since VideoLAN is often used to stream DVDs or satellite channels
(more than 4Megabps), it is usually too much for Internet (ADSL :
600kpbs).

However, it is still possible to stream mpeg4 files using vlc if the
bitrate of those files is low enough. Moreover, vlc and vls can encode
and stream in live from webcams with bitrates down to 400 kbps, so that
ADSL/cable users can watch it with vlc.

In short, apart from multicast there is no technical limitations, only a
andwidth problem.
