Very likely that it would.
There are people on this list that have investigated using VLC to stream
to the "right" PDA.  Perhaps they will give you a better answer than this.

That would be a good field to check, search: "Wireless VoIP" the protocols are
"multimedia" not restricted to "voice".
VLC can stream over HTTP - you might be looking at munging together VoIP and
VLC server code - unless you can find that somebody has already done that 
work.

Sounds like a great idea though.
