To be honest vlc 0.4.6 hasn't been tested at all on NT4.0. It should 
theoretically work if you use the sdl video (select video output in the 
preferences panel, save and restart) output but I'm not sure it does.

On the other hand, vlc-0.5.0 (soon to be released) should work out of the 
box (ie. with direct video output) on NT 4.0 SP4 or +. I tested it a couple 
of months ago and it was working fine... well, I couldn't test the audio 
output so audio might not work correctly (even though it theoretically 
should).
