On the streamer side,  as long as the server doesn't  have to encode the
stream (ie if the input is already  mpeg), a PII processor with 64 MB of
ram will be more than enough (on  linux at least). The problem is mre an
issue  of  hard disk,  that  has  to be  able  to  sustain the  required
datarate.

For the client, things are quite different. To decode 2Mbit/s streams, a
300  or 400  PII ought  to bne  enough. I  haven't made  tests for  HDTV
streams, but the requirements should be slightly higher...
