VLC doesn't support RTSP. It supports UDP/RTP and HTTP streaming. VLC can 
act as a streaming server as well as a client so you only need this one 
program to setup a stream on your network (download VLC 0.6.0 and have a 
look at the "stream output" dialog in the interface).
