Hmm, I wonder if this would work on my Pinnacle PCTV Pro card. I'll have
to see if there are drivers for Linux.
Any ideas how I would redirect the device feed on Win32? I'd like to be
able to live encode Windows Media and MPEG-2 on the same box.

I've made tests using a PVR 250 too. Streaming worked quite well, using
a stdin redirecting.
Concretely, try using
cat /dev/video0 | vlc - --sout "adress"
