Well it's kindof a bug... or more precisely a missing feature.
Right now most audio output plugins change the volume of the input audio 
signal instead of changing the output volume of the soundcard. That will 
usually create audio distortions (due to the cropping of the signal).
That problem will be solved when the audio output plugins support hardware 
volume changes.
