So here are a few instructions:

1- First you can download the zip package for one of the daily builds:
http://vthr.via.ecp.fr/~videolan/build/win32/
These packages contain a file called "nsi" which is the installer script.

2- To create the VLC installer you should only have to run:
makensis.exe /DVERSION=0.7.0 path_to_nsi_file

As for the registry entries, I'll dig them up them.

Please shout if you need more info.
