About the quality issue, VLC can  use 2 different codecs to decode MPEG4
: ffmpeg or XVID.  I think the first is used by  default for every MPEG4
stream. However,  you can chage this  by going in the  preferences menu,
decoder  tab, selecting  advanced  options, and  then  forcing the  xvid
decoder (if  win32 packages  are made  with xvid  enabled, I'm  not sure
about  this). Alternatively,  you could  try with  a self  compiled VLC,
using the latest xvid codecs (could be a little bit hard to do if you're
not familiar with this kind of stuff).

About the symbol... Well, it is  a traffic cone indeed... The reason for
this choice is some kind of private joke among some early developpers of
VLC, at  the Ecole  Centrale Paris.  It would  be a  little bit  hard to
explain here ;-)

About the preferences saving issue : It is already possible to save most
(all ?) of them. Just activate advanced options in the preferences menu,
interface tab. Then,  you can go around and override  default values for
almost all  thinkable settings ;-).  It is  however impossible to  set a
default language (think it would be feasible with some work, just hasn't
been implemented...
