[vlc] Bitrate Fluctuation

Hi all,

We are streaming using vlc with a osprey capture card. We are
transcoding to mp4v video codec, and we have some problems with bitrate.
We set it to 200kb, but it fluctuates from 70 to 600. We think it is too
much.

Has vlc some options in order to set a constant bitrate?
