Hi, I had the same issue in a FreeBSD 4.7 and after on a 4.10.
Nothing to worry about, here's how you can handle it:
 
It seems that libdvbpsi was installed on 
/usr/local/lib, and the installer is looking for it in /usr/lib, so it 
can't find it. So, if you do:
#cp libdvbpsi* /usr/lib  
everything should be fine (at least it worked for me).
Then, you configure with :
    %./configure --disable-dvd --with-dvbpsi=/usr/local/
