On my system the lib in question is provided by libvcd-devel:
[spindler at gasluft spindler]$ rpm -qf /usr/lib/libvcdinfo.so
libvcd-devel-0.7.20cvs-1

If you can't find it elsewhere you can d/l libvcd and libvcd-devel from
http://fett.ethz.ch/~spindler/apt/redhat/fc2/en/i386/RPMS.ts.vlc/
