[vlc] VLC 0.8.0 and Windows CE

I am trying to get VLC version 0.8.0 running under Windows CE. I can build
all modules except for the plugin_ts module. I had to make some
modifications to ipv4.c to get it to bind and add multicast membership. It
receives the data but can't find a demux2 module.
Is the plugin_ts module for MPEG-2 transport streams?
It also looks like plugin_ts is dependant on libdvbpsi?
How do I build libdvbpsi for win32/WinCE?
