Ok, I think I make progress!

"scodec=dvbs" is the correct option I think
vlc finds the encoder this way:

[00000098] main module debug: using encoder module "dvbsub"
[00000391] main private debug: adding a new input
[00000391] mux_ts private debug: adding input codec=dvbs pid=70
[00000472] dvbsub encoder debug: encoding subpicture
Segmentation fault

The only problem now is the last line :)
