[vlc] Latency testing

I know this may be a bit off topic but does anyone have a process for
testing video processing latency?  Basically I am trying to evaluate how
long it takes for various software to compress video in milliseconds.  I
would like to be able to calculate as exact number as possible.  Thank you
for any information you may have.
