I had the same problem with the DVD 'Highlander - There can be only 
one' (Dutch edition). When I select the next chapter, it plays normally for a 
while but after some time video freezes again.
My vlc is 0.7.0 on Debian Woody. All my DVDs are region 2.
If I remember correctly, the DVD played fine with vlc 0.6.

I will check if this problem is still present in 0.7.1 and then file a bug 
report.
