You might try:
 Deinterlacing video filter
      --deinterlace-mode {discard,blend,mean,bob,linear}
                                 Deinterlace mode
 
(sounds like what you're seeking)

Is there a command line option to deinterlace video for display on the local
screen? That is not during a transcoding operation.
