That's because it doesn't exist :)

There is only a MPEG 4 file format as far as I know. Not a stream 
format.
Usually MPEG-4 VoD over RTSP will put the header in the RTSP 
negotiation, and set up a MP4V and a AAC RTP stream.

For live video you can also use MPEG2-TS to stream MP4V and AAC, next 
to the above method....
