No, i am talking about the codecs which are used by the Windows Media
Encoder (which are Windows media Video 8 and Windows Media Video 9).

I would like to transcode an mms stream in order to be playable by the WMP8
(for my mobile phone MPX-200).
The WMP8 supports the Windows Media Video 8 Codec but doesnt support the
WMV1,2 which vlc supports.

Can someone help me please...?

If you're  talking about WMV3,  vlc doesn't support  it, as there  is no
free codec for this format.
