Not quite correct.  If VLC is used as a RTSP/RTP *client*, then it will 
send (and receive) RTCP packets.  (It does this because it uses the 
"LIVE.COM Streaming Media" library, which includes an implementation of 
RTCP.)  Note also that RTCP enables incoming audio and video RTP streams to 
be synchronized.

On the other hand, if VLC is used as a RTSP/RTP *server*, then  it 
(apparently) does not send or receive RTCP, because it does not yet use the 
LIVE.COM code's RTSP/RTP server implementation.
