FYI, the Open Source "LIVE.COM Streaming Media" code 
<http://www.live.com/liveMedia/> includes a demo program - 
"testMPEG1or2ProgramToTransportStream" - that will convert a MPEG Program 
Stream (including a VOB) file into a Transport Stream.  (See 
<http://www.live.com/liveMedia/#testProgs>)
