The part file plugin you are refering to is in no way part of the
videolan project. You should then ask people who are distributing it for
a new version. 

Anyway, it is at least required to recompile a plugin to have it work
with a new version of VLC. Since some API changes have been made in
VLC's access system in 0.8.0, some modification of the sources will
certainly also be required.
