[vlc] Command Line on Windows XP

Has anyone had any luck using the command line under Windows?

I am trying the following, but streaming options don't seem to be recognized.
Am I missing anything?

vlc "DEMO.wmv" --sout-standard-access udp --sout-standard-mux ts --sout-standard-url
224.1.1.1:7000 --sout-standard-sap --sout-standard-name DEMO
