[vlc] AAC LATM?

I am trying to output audio on an rtp stream.

The receiver that I am streaming to expects the audio to be packetized
in AAC LATM.
Can VLC do this for me?

I am having troble receiving the audio, and want to verify that the
audio is AAC LATM.
