[vlc] H264: NAL into MPEG2TS for DVB

Sorry,

 I am working on a VLC platform, trying to encapsulate  H264 in a MPEG2
TS for DVB.

I can't find in the source code where NAL  units are  put into PES. I
guess this is due to the 

fact that this is done through a dll pugin, am I right?

Furthermore is VLC able to play only H264 content if encapusated (AVI,
MPEG TS)?

Would you help me. please?
