Sorry i cant help but i have similar problems. I've yet to find a h24 stream that vlc will decode from any hardware encoder (Tandberg, Harmonic, etc...)
I've posted similar questions in the past, but never really got any response.

I have a couple of Modulus Video MPEG4 encoders on my network along with
a couple of Motorola MPEG2 encoders.
All are multi-casting, and I can decode the MPEG2 stream fine. However,
when I enter the multicast address of any of the
MPEG4 encoders, I get nothing.
The web site says that this product will decode MPEG4, but in your
documentation it does not give any specific settings for
MPEG4/MPEG2.
We use this in the lab here in San Diego, California. And so far have
been quite impressed with the ease of use for decoding
MPEG2 over IP.
Any information would be greatly appreciated.
