[vlc] Coversion of MPEG2-PS vbr into MPEG2-TS cbr

Hi,

I would like to know if it is possible to make the following thing:

Coversion of MPEG2-PS vbr into MPEG2-TS cbr

Well, my first check was related to VLC since it has the capabilities
to convert PS -> TS and I have done that already. The question can do
to conversion of the vbr -> cbr (I assume that the hightest bitrate is
considered to be the cbr)

Can someone say if it's possible, and give hint on the command line.
