It should be possible to stream to celular phones. However, you must be
aware that bandwidth is really low on celular phones network, that your
phone operator can firewall these streams for security reasons, and that
some phones use proprietary extensions of the RTSP protocol...

So, if you are brave, you have some chances to successfully play VLC
streams ;)
