[vlc] how to reduce activex lateny

Hello,

I'm trying to reduce latency in vlc activex, there is about 1 second of
delay. VLC latency for Linux (mozilla plugin) can be reduced through a
configuration file .vlcrc (in my case udp-caching). How does Windows
deal with this file? Is there any correspondence? Perhaps I could change
something at source code level, but I don't know exactly what. Could
someone help me?
