[vlc] Convert PAL to NTSC on the fly

Hello,

I have a few SVCD's that are in PAL format, but I would like to play them on my
NTSC television.  Could someone give me an example of the command line for vlc
to convert PAL to NTSC? I just want vlc to read in the file, transcode
it from PAL->NTSC, use a ts mux, and stream is using http.
