[vlc] streaming to mobile devices..

Hi,

I would like to know if the VLC/VLS are able to stream live video (3gpp 
video file format) to 3Gpp-compliant mobile devices..
Beside the vlc/vls, are there any other open source streaming servers 
which are able to do that...?
