I also have this problem, and I entered it into VLC's bugzilla a few weeks 
ago:

As noted on bugzilla, the problem is that VLC does not send the authentication 
data to the RTSP server (in this case, the camera). Run ethereal and see for 
yourself.

Keep in mind that newest Axis cameras (the MPEG-4 capable 210 and 240 series) 
the URI to access the MPEG-4 stream is something like:

rtsp://user:passwd@10.0.0.25:554/mpeg4/media.amp
