You're trying to push 800 kilobits per second through a 256 kilobit link.
Try vb=128

When I´m working local, VLC works fine making streaming. But when I try
remote access, it doesn´t work. Is there some parameter to control tha
bandwith?
 
This is my command line and my link is 256kbps.
