I'm sure there are ways to make VLC/VLS do things like this, but you 
can use the free, open source Darwin Streaming Server (QuickTime 
Streaming Server) to do this on Mac OS X:

(Darwin Streaming Server is the used on non-Server versions of Mac OS X 
and other platforms, and QuickTime Streaming Server is used on Mac OS X 
Server, but they're both the same codebase.)

This has been discussed numerous times on Apple's 
streaming-server-users list:

There are numerous ways to make the content appear live, numerous ways 
to link to it, and numerous ways to do things like pass ID3 tags down 
to clients.
