What you could probably do, though, is to start with the filter, and set the
marquee to "" (blank), PLUS start with the rc interface.

RC accepts the command marq-marquee the_string, so that you can change the
contents of the marquee on the fly (in real time).

No way to make it scroll, but you can change the contents. 

vlc c:\temp\Dive1_3_out.mpg --sub-filter marq --marq-marquee ""  --extraintf
rc

(there is a bit of a bug in the development version right now, not properly
deleting the old marquee -- it will be looked at)
