What I meant is that you shouldn't need libdvdcss to read DVDs from
whatever region : libdvdread alone should already allow this. What may
happen is that because of some low level check, libdvdread doesn't allow
to read a dvd from another region than the one the drive is set to
(particularly on recent drives and on macs). In that case, flashing with
a rpc1 firmware is the only solution I know. 

In most cases, you can find some dos flash utility that run well under
freedos for that task. No need of windows.
