[vlc] Change samplerate from 44kHz to 8kHz

Hello,

I would like to know if I can change samplerate to 8 kHz instead of 44 (to
transport voice) so that I can compress highly the voice when I stream it
(because, by default, it is 44 kHz so if I reduce the quality to 32kps,
it's really bad... maybe 8kHz and 32kps is better). I have looked in
option but I can't find it...
