Well, if you only have a few streams, you might not need another machine
to transcode, but if you have more, you might need several heavy
machines. 

Why do you put "relay out to other servers" ? Sending out the stream is
not a very CPU intensive, except if you want to send it unicast, so the
transcoding machine should be able to do it.
