[vlc] transcoding low level issues

Hi,

Is there any documentation that describes how
transcoding in vlc works? I would like to know about
implementation issues, such as:

1. does it use some information from the encoded input
stream, like motion vectors, DCT coefficients, etc.,
in order to reencode the video?
2. does it do full decoding and full encoding of the
stream?
3. what are the steps done by vlc when the user wants
to reduce the bitrate, framerate or spatial
resolution?
