[vlc] work on DCCP ?

Hello experts,
   I once tried an experiment on PIM-SM with help of VLC, now I am making efforts into understanding DCCP(Datagram Congestion Control Protocol) and implementing it under linux perhaps. I want to know if VLC has decided to use DCCP as its transport protocol, if so,is the work underway? Could anyone tell me something about my question? Thanks a lot.
