[vlc] Crosscompiler used for VLC

Hi,

Is the compiler provided in the tarball [1] at [2] the one which is
being used to create the VLC binaries for WinCE? "strings vlc.exe|grep
gcc" seems to indicate that it was indeed that one, but I'm not sure.
