First, there is no 8.6 or 9.0.

VLC 0.8.6-test1 was just released.

VLC 0.9.0 is in, and has been in, development.

This is nothing surprising. In fact, the first paragraph of the VLC  
0.8.6-test1 email message contains the explanation:

> The VideoLAN team is happy to announce the first beta version of  
> VLC media player 0.8.6. This version is mostly a culmination of  
> bugfixes and some new supported video/audio/file formats. It is an  
> intermediate release that we decided to create because the next  
> version of VLC media player (0.9.0), is turning out to be quite a  
> big one that's taking longer then expected.
