[vlc] VLC and Dazzle Digital Video Creator II (PCI)

[komarak at pjm.com]

I know this is an older card, but it does a really good job of Hardware
MPEG-1 and MPEG-2 encoding.  Will it work with VLC ???  My system is
running WindowsXP
