[vlc] Can VLC be used as a RTSP Server for streaming H264(AVC) ?

Can VLC be used as a RTSP Server for streaming H264(AVC) ?
 
If it works, I want porting it to Set-Top Box. 
If you guys got experiences on related case, please help me.
